The Process Manufacturing, Recreational Vehicle and Laboratory (PMRVL) Industry Reference Committee (IRC), supported by IBSA Manufacturing, undertook the work to in the Chemical, Hydrocarbons and Refining 2017 project in 2 stages. Refer to the Case for Change for more information about  research undertaken to support this project. The project (Stages 1 and 2) covered the a restructure of the Certificate III in Process Plant Operations to integrate a number of specialisations. The aim of the upgrade is to better align the qualification with the LNG (liquefied natural gas) Framework to match industry requirements, maximise training outcomes and fill critical skills gaps.

The Case for Endorsement for Stage 1 of the project was approved by the Australian Industry and Skills Committee (AISC) in December 2019 and Stage 2 was endorsed late 2020.

The review saw the Certificate III in Process Plant Operations restructured to integrate a number of specialisations. As work progressed, it became clear that the specialisations required 15 new units of competency to address identified skills gaps. The new units were considered through Western Australia’s LNG (liquefied natural gas) Jobs Taskforce, which was established in 2019 by the state government to maximise the benefits flowing from the local LNG industry.
